REQUEST: A-20a, A-10a, & A-3a TO A-la (180.30 ACRES) TMK: 2-4-08:14 & 26 (KUKUAU 1ST, SOUTH HILO) From Planning Commission Chairman Mike Luce, dated November 23, 1992, submitting a bill to change the district classification for approximately 180.30 acres of land from an Agricultural-1 acre (A-la) zoned district, located southwest (mauka) of the Sunrise Estates Subdivision, Increment I, Kukuau 1st, South Hilo. Comm. 9.01: From Planning Director Norman K. Hayashi, dated November 23, 1992, informing of recent events occurring after the Planning Commission's (PC) action on HSC, Inca's Change of Zone Application. States the PC hearings on the application focused largely on the Saddle Road (Puainako Street), Kupulau Street and Kawailani Street extensions and the amount of improvements required for each. Said extensions were to be set aside and fully graded at a vertical alignment, as set forth in Condition (D) of the bill. Thereafter, discussions between the Departments of Planning and Public Works (DPW) and the applicant have transpired over the extensions and the type of improvements to be required on-and off-site. States DPW should be submitting communication with regards to the specific details; therefore, requests appropriate changes be incorporated in the draft ordinance. PC-1 Page 2 December 14, 1992 Comm. 10: CHANGE OF ZONE ORDINANCE NO. 83-54 (R457) APPLICANT: HIROSHI MATSUYAMA TAX MAP KEY: 7-3-05: 27 Copy of letter to Burke Matsuyama, Matsuyama Enterprises, Inc., from Planning Director Norman K. Hayashi, dated November 23, 1992, regarding the channelization of the Matsuyama Store access and Ka'imi'nani Drive intersections with the Mamalahoa Highway. Requests the applicant obtain a memorandum from the DOT confirming completion of improvements to the project's access and informs they have no objections to the submittal of plans for plan approval review prior to the completion of the improvement's access. Comm. 12: REQUEST FOR BOARD OF APPEALS HEARING Copy of letter to Mayor Lorraine Inouye, from Glen N. and Ernestine Felton, dated November 30, 1992, requesting a Board of Appeals hearing to appeal the Planning Commission's recommendation to the State Land Use Commission to allow products produced under a Special Permit be exported outside of a Waikoloa property. Comm. 17: STATE LAND USE BOUNDARY AMENDMENT 91-4 (Bills 4 & 5) CHANGE OF ZONE APPLICATION 91-22 APPLICANT: MARYL DEVELOPMENT, INC. (13.534 ACRES) REQUEST: AGRICULTURAL TO URBAN AND UNPLANNED (U) TO SINGLE-FAMILY RESIDENTIAL 15,000 SQ. FT. Arakaki, dated November 6, 1992, submitting a bill that will delineate the appeals procedures and codify the administrative procedures as to the method on how the Board of Appeals should operate, alleviating Council's concerns as to the rights of any aggrieved person on the decision made by the County's Planning Department, Planning Commission and Chief Engineer. Comm. 4114: From Councilwoman Helene H. Hale, dated September 2, 1992, transmitting Corporation Counsel's latest opinion regarding contested case hearings. Comm. 25: ANNUAL REPORT - LAND USE RESEARCH FOUNDATION OF HAWAII From Council Chairman Spencer K.
