COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 225 ®4 <br /> RESOLUTION CREATING SEVEN (7) LABORER II POSITIONS FOR THE <br /> <br /> DEPARTMENT OF PUBLIC WORKS' HIGHWAY MAINTENANCE DIVISION <br /> WHEREAS, the Highway Maintenance Division oversees and directs all highway programs, <br /> <br /> such as repair and maintain roads, streets, highways, bridges, storm drains and other flood control <br /> <br /> structures in the County; and <br /> WHEREAS, the division also respond as needed, to various emergencies caused by <br /> <br /> accidents, hazardous material spills, and natural disaster events; and <br /> WHEREAS, over the course of many years, additional roads, including drainage facilities, have <br /> been dedicated to the County without any increase in staff; and <br /> WHEREAS, the creation of the seven (7) Laborer II positions will help the division to maintain <br /> and continually make improvements to the County's roadway transportation system and permit the <br /> safe and efficient movement of people and goods around the island; and <br /> WHEREAS, the new positions will maintain, clean, and assist in repairing highways, building <br /> <br /> walls and other concrete structures, digging ditches, and responding to emergencies in cleaning <br /> debris from highways and drainageways; and <br /> WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has <br /> the power to "Create positions...fortyhich appropriations have been made by the council...". <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII <br /> that seven (7) Laborer II, BC-03 positions be created for the Department of Public Works' Highway <br /> Maintenance Division. <br /> <br />
