Re: Honokaa Community Sanitadoa Project

The EPA has mandated that lazge-capacity cesspools and gang cesspools be closed. The State
Depaztment of Health had given an exemption to the continued use of cesspools on the Hamakua
Coast is 1990, however, in 1999 that exemption was preempted by the federal government when the
EPA banned cesspools of a certain size and use by April 5, 2005. We can no longer forestall the
closure of cesspools that have been in use for several decades.
An area wide sanitation system will create business opportunities both directly and indirectly.
Owners of properties will be allowed to develop businesses such as restaurants; seller's of properties
will benefit from increased values. Ownus, including public users, religious institutions, and non-
profits will pay less for an area wide sanitation than for EPA approved individual systems.
Maintenance will he born by all the users. Our ocean will be cleaner. Cons[cuction and installation
will provide some short term jobs and business.
My husband, Ronald Thiel, and I are interested in the sustainable development of Honokaa.
Building a viable community starts with the type of infrastructure that a sanitation system would
