His number is 974-4000 x 64294. I wish we could provide more answers right now. Frankly, we are operating with no staff or funds right now. We still need to get all the major players together to plot out these issues. We are meeting with the Parks and Environmental Management County Council Committee on August 3, at 9:00 a.m. to discuss addressing these issues and to get Ceunty support. Dr. Fred Holschuh on the Council is very supportive and we have received expressions of interest from Nelson Ho, Deputy Director ,County of Hawaii, Department of Environmental Management , 25 Aupuni Street #210, Hilo, HI 96720, Phone: 808.961.8965 Fax: 808.961.8086. Here is our proposed time line. Anticipated Phases for the Honokaa Wastewater Conversion Project Phase I -Building Awareness (Estimated Completion Date: June 2004) This phase involves increasing recognition of the impending April 2005 deadline to develop a conversion plan to retire gang and large-capacity cesspools and its implications for communities. This stage includes activities such as: Community Meetings Involvement of Business Association Legislative Actions (HCR125, HR84, SCR161) Collaboration of major players (Business, State, County) This Phase should lead to buy in to the process and a decision to effectively manage the changes that will come as a result of the deadline. Phase II -Getting Organized (Estimated Completion Date: August 2004) During this phase, the interested parties determine how they will accomplish the work required to develop an acceptable approach to create a conversion plan that meets the requirements. It appears that there are potentially three major staffing options: Volunteers do all of the work required. Existing staff of the major players do the work required. Cote AUK Once this phase is complete, a general work approach will exist, and detailed work can commence. Phase III -Getting to Work: Detailed Planning of What Must Be Done to Meet the Conversion Plan Deadline (Estimated Completion Date: November 2004) Once staffing is determined, a detailed plan of what must be done must be completed. This will include determining the needed scope and format of the conversion plan and determining what resources are required and are available to implement the conversion plan. It will also be necessary to develop and prepare a report on "findings, conclusions, and recommendations" to the Legislature no later than 20 days prior to the convening of the Regular Session of 2005. <outbind:/I6/#_ftn2> [2] Phase IV -Detailing out the Conversion Plan, Identifying Resources to Implement the Plan (Estimated Completion Date: January 2005) This stage is essentially answering questions and filling in the blanks, and addressing the requiremenUresource issues. It would lead to a feasible conversion plan that would be adopted by appropriate agencies, organizations and businesses. If you send me George Coates address I will send him one too. We are not far along yet. It appears that some of that some of the issues are addressed in the 1990 report and just have to be updated, which still means that there is plenty of work yet that needs to be done. We are hoping for some money from the county if possible to get started and will also be looking for a Department of Agriculture Rural Utilities Grant. Maybe you can glean some of the information from that Plan. Please keep in touch. The elementary school cesspool removal project started in January of this year and the consultant should be done with soil test and other preliminary data gathering.
