Dear Council Members:
Hamakua Energy Partners (HEP) has an interest in the development of a sanitary sewer
system that would serve the Honokaa area. In fact, we have a direct interest in the
current sewer system serving the Honokaa health care complex, since the treatment and
disposal ponds are surrounded by Hamakua Land Partnership properly (HLP), (owned by
the same party that owns HEP). Also, there are existing connections to the system for
buildings on the HLP property.
Even though it is very likely that an enlarged system will directly impact our real
property interests, HEP feels that a well designed and constructed sanitary sewer system
will provide valuable infrastructure to our community and for the HLP properties. The
positive health and environmental impacts such a system would have on Honokaa and
Haina will benefit all of us in the area, including HEP.
We at HEP have an interest in consolidating water systems and exploring the potential
beneficial use of the clean effluent of the new system. Such an endeavor will involve the
adjacent HLP property. We wish to be a partner in the responsible use of the land and the
water.
While HEP may not be adversely affected by the EPA ban of gang and large-capacity
cesspools, we still feel that the County of Hawaii should give careful and immediate
consideration to developing a plan for implementing a sanitary sewer system for Honokaa
and Haina. Please feel free to contact me with any questions or comments.
