Objectives: Provide convenient permanent drop-off locations, conduct remote rural collections, give-away collection pans, educate/train residents on preventing contamination, increase gallons collected annually. Outcomes or Results: Total of 11,507 gallons recycled this fiscal year representing a 5.6% increase over last year: A new permanent site opened in Pa'auilo making a total of six (6) permanent drop- off sites with two (2) more committed sites preparing to come online in Pahoa and Volcano. If so, please elaborate (i.e, when and where it occurretl, how many people atlendeq why This event was selectetl, etc.) Recycle Hawaii participated in the County Household Hazardous Waste collections in December and June at the Hilo Transfer Station and Kealakehe Transfer Station (Kailua-Kona). Recycle Hawaii gave away used motor oil drain pans along with Hawai i Island Recycling Guides and the used motor oil trifold brochure. This brochure gives detailed information about where and why it is important to recycle used motor oil. Other brochures at the site were a pamphlet on alternatives to household hazardous waste as well as our own recycling guide. The event was in our estimate a success. May people who brought in their used motor oil did not know about the permanent sites. We hope those that received the information and drain pans will now use the container and bring to permanent sites, thereby reducing the risk of spills and contamination. If so, please elaborate. For the promotions, KBIG and KAPA radio gave us free news coverage of the oil collection as well as in kind donation of equal free radio spots as paid radio spots. "West Hawaii Today' publishes promotions in their column "Coming Up" "Hawai'i Tribune-Herald; "'North Hawaii News," and "Puna News" have calendar sections that have highlighted Recycle Hawaii events. Carol Yurth has a regular Sunday column in the "Hawai'iTrlbune-Herald." She regularly used our press release to announce Recycle Hawaii oil promotions. Form UO 01-O1 Rev. 110601 Page 8 ACTIVITIES: Carmen Kinsey continues as the Used Motor Oil Collection Coordinator for Recycle Hawaii. She is directly responsible for island-wide oversight of the RH Used Motor Oil Program. Ms. Kinsey completed updating and publishing of the "Used Motor Oil Collection Program Technical Assistance Guide for 2004." The guide, converted entirely to digital format, will be posted to the website in the next quarter. The new printed guides will be distributed to all current participants and will be made available to all potential sites. ACCOMPLISHMENTS: Paauilo Village Service was successfully added to service the Hamakua Coast in lieu of the former Island Beltway Service in Honoka'a. Recycle Hawaii continues to receive a reduced fee for reclamation of used motor oil from used motor oil collection companies. RH pays only $.76 per gallon for oil reclaimed by HP and $.65 per gallon for oil reclaimed by Unitek Solvent Services. Regular accounts pay approximately $.91 per gallon. For future radio spots, Carmen Kinsey was able to negotiate continued equal free spots as paid spots at KBIG and KAPA. SETBACKS: On June 30, 2004, Recycle Hawaii was informed by Johnna Nitsche that their lease at Ocean View Services had not been renewed. The Nitsche's needed to vacate the premises by July 31, 2004. Recycle Hawaii started the process of negotiation with the new owners or find a new location for used motor oil collections in Ka u. Clandestine contaminated oil continues to be a concern at Kona Harley-Davidson. In addition, used motor oil continues to be left at island transfer stations. This oil is usually collected by Kona Harley- Davidson staff and County workers, respectively, and disposed of at County Household Hazardous Waste in June and December. Signage has been posted at Kona Harley-Davidson and other problem transfer stations warning individuals that it is illegal to leave used motor oil at the site unattended. The immediate concern of Recycle Hawaii is in finding a new site in Ocean View for used motor oil collections. Recycle Hawaii will continue to seek out new sites for used motor oil collection. There is an immediate need in South Kona and the Kohala coast. True Value Hardware in Volcano and Pahoa Hardware in Pahoa as well as Hilo Harley-Davidson should be on-line by the end of the next fiscal year.
