SUBJECT: AN ORDINANCE AMENDING CHAPTER 21, OF THE HAWAFI COUNTY CODE
1983 (1995 EDITION), RELATING TO PROPERTY OWNERS BEING RESPONSIBLE
FOR SEWER SERVICE BILLING
Enclosed is a proposed wastewater ordinance unanimously supported by the Environmental Management
Commission and approved by the Mayor.

SUBJECT: AN ORDINANCE AMENDING CHAPTER 21, OF THE HAWAII COUNTY
CODE 1983 (1995 EDITION), RELATING TO PROPERTY OWNERS BEING
RESPONSIBLE FOR SEWER SERVICE BILLING

At the July 28, 2004 meeting of the Environmental Management Commission, a motion was made and
unanimously passed, in support of the enclosed Ordinance.
This amendment changes the responsibility of payment of sewer service. Presently the same customer
identified by the Department of Water Supply is responsible. This ordinance changes the responsibility to
the property owner. The commission believes this is a fairness issue as well as a solution for collections
for wastewater services.
