They're hurting because too much development ha~ been allowed to proceed without adequate infrastructure and because developers aro never required to provide affordable housing close to the workplaces they create, ese two things conspire to croate intolerable traffic conditions in West Hawaii. The O'oma project should not be allowed to proceed until the present traffio congest on in Kona is resolved and the roads can easily handle additional traffic, and there is a bi ing commitment to actually build on-site employee housing--or housing that does not re uire use of Queen Kaahtunanu Highway or long commutes for workers to get to their jo concurrentlywith the rest of the development, There should also be a provision that these requirements cannot be modified.
