1) That the prosant tnfftuvuoture is il!-oquiped to handle the alrwrarly rniaerahle traffic congestion;
2) That the quality of life will be considerably diminished as a resu4 ofthe traffic congestion;
3) 'T'hat this quality of IiYt lnCludos the right guaranteed under our Hawaii Constitution to "clean water, a healthy
environment considered crucial to our young children and their respective families;
