The Hawaii Conference Foundation of the United Church of Christ is the fee simple
owner of TMK parcels 2-5-08:15 (21.127 acres) and 19 (15.330 acres) in the Hilo
Heights area of the Big Island. The late Rev. Titus Coan gave these lands to the
Foundation. For many years, Excelsior Dairy used these lands but, today, they are
largely fallow except for a small cluster of sub-standard houses.
Bill 163 draft 2, the update of the Hawaii County General Plan, proposes reclassification
of these lands from Urban Expansion to Low Density Urban under proposal #B-15.
These lands are currently classified Agriculture by the State Land Use Commission.
They are suitable for low density residential development. The foundation supports the
reuse of these lands. If the Council approves Proposal # B-15, the Foundation will seek
qualified developers to carryout this reuse.
The Foundation asks for your favorable consideration of Proposal #B-15 in Bill 163 draft

This Foundation is the investment and property management arm of the Hawaii Conference of the
United Church of Christ, continuing the first Christian work started in Hawaii in 1820.
