Re: Operating Budget
The State of Hawaii Department of Transportation has approved a $2,357,423 Federal
Transportation Administration Section 5309 Capital Grant for the Hawaii County Mass
Transit Agency. The funds will be used to purchase vehicles to enhance the island's
public transportation services and to create park and ride lots in Kona and Puna.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State
of Hawaii Department of Transportation.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
this $2,357,423 Federal Transit Administration grant.

A. REQUEST:
1. Authorize the Mayor to enter into an agreement with the State of Hawaii, Department of Transportation for
Federal Transit Administration Section 5309 funds. The Federal funds amount to $2,357,423, and will be
used to purchase vehicles to enhance the island's public transportation services, and to create park and ride
lots.
2. Appropriate the amount of $2,357,423 to the transit agency's Federal expenditures budget. Please
create a separate account for these funds titled "Section 5309 FY 2004-05."
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State of Hawaii through the Federal Transit Administration has approved a $2,357,423 grant for the
purchase of buses and to create park and ride lots. The funds will allow the transit agency to purchase
additional accessible buses to provide public transportation for the residents of Hawaii County. In addition,
the funds will also enable the County to create park and ride lots in Kona and Puna.
