SUBJECT: 200405 HSAC SCHEDULE and 2005 LEGISLATIVE PACKAGE
At its meeting on August 13, 2004, the HSAC Executive Committee began discussions of its 2005
Legislative Package. Three measures from the prior year were approved to forward to the various
county councils as follows:
• Sales tax for Honolulu City & County with greater Transit Accommodations Tax (TAT)
disbursement to the Neighbor Islands
• Receipt of uncontested traffic fines by the counties
• Funding for the NACo 2005 Legislative Conference at the Honolulu Convention Center
Members from all four county councils are encouraged to submit legislation for consideration by the
HSAC Executive Committee and inclusion in the 2005 HSAC Legislative Package. Please forward
your thoughts and ideas to me and/or Rory Flynn, HSAC staff, at the Legislative Auditor's Office.
Also on August 13~', the HSAC Executive Committee approved the following dates and locations for
its Executive Committee meetings through July, 2005 and distributed the 2005 Legislative Program
Schedule, shown below:

2005 LEGISLATIVE PROGRAM SCHEDULE:

August 2004 Solicit proposals for inclusion in the package
• Notify the Councils of the Program Schedule
September 2004 • Councils deliberate on and transmit proposals for inclusion in the Package to
the Executive Committee
October 2004 • Executive Committee receives proposals for Package from Councils and
prepares draft Legislative Package
• Executive Committee transmits draft Package to Councils for review and
approval
November 2004 • Councils approve draft Package
• Executive Committee holds meetings with Legislative leaders to begin initial
discussions on draft Package
December 2004 Executive Committee recommends 2005 Package to General Membership
• General Membership reviews and approves 2005 Legislative Package
• President arranges for introduction of Package at the Legislature's opening
in January
January-Apri12005 Executive Committee monitors Package bills, testifies, and adds measures
as necessary
