View, HI. 96771 1-808-959-4482 May 18, 1997 County Planning Department , 25 Aupuni Stree4 lay Hilo, HI. 96771 Attention: Virginia ~o/~(s~~H Dear Ms. (}~~~s~'~~, This is our official natification to the County Planning Department regarding the poor safely and aesthetic conditions at the Hila Farmer's Market operated by Mr. Mike Rankin. For ten years that the market has existed there has not been any improvemen4 in regards to safety of the general public and or vendors. Cigar and cigarette smoke is always in the air and I have seen vendors smoking cigarettes and cigars on a daily basis. Cars are parked under 4he tarps which is a violation of the fire codes. During rainy and windy situations a torrent of waterfalls makes it impossible to pass from one end to the other. Business activities cease and everyone under the tarp, withou4 an umbrella, is trapped. The high winds make buckets fly off shelves and tarps tear away. There ate no fire extinguishers and only from time to time do we see NO SMOKING signs. It makes many visitors wonder if this is really the Farmer's Market that has been published in the 4ravel magazines. There is no name, no phone number or how to contact the manager. As a concerned citizen of Hilo we would like to know if Mr. Rankin has a permit to operate such a facility and is the Fire Department aware of the violations? We are very happy to see the MAMO MARKET has complied with all the codes and have completly transformed the ugly weed and junk laden lot to a beautiful circus tent with a beautiful sign and landscaping. 3:57 PM File i7o. '4Y 2 ~ !+It~7 2. Last year the County Council held a meeting on the Farmer's Market due to the poor conditions and complaints about the market. Sut, due to the business activity it generates it was spared from closing. Eau now, we have a beautiful "community" sponsored market which is cheaper, cooler and has better parking facilities. My question is, is the Planning Department going to give an ultimatum to improve the place for all the money he has collected from all these people who he has given poor service, or is he just going to be left alone?
