The recanmrndation to implement a fleet of Police vehicle by the ycer 2006 leave me m a quandary as we have received the approval for the increase ht our motor allowance through the ending of our present contract which expires on June 30, 2007. The raise will continue at such a level unless a further inQease is negotiated before or after said date. To say that any total conversion would take place before the contract expires goes against what we have tried to secure. First and foremost, the conversim from subsidized vehicles to a Reel, whether partial a in total, wmld need to be negotiated between the Employer and the Unim. As I stated in my last presrntatim I wmld be more then willing to assist in a program to deploy marked vehicles to a limited amount. May I s ggest the following recommendation: As som as practical, the County shmld look at purchasing fifteen I S) to twenty (20) Geet vehicles and mtfit them with the necessary equipment. These vehicles should en be assigned to a recruit upm his deployment into the field training assignment. This way, the recruih 'll be at the wheel of a car that he/she will be respmsible for until they pass their initial probation. The r ' 't can bescrutinized as tohis/her driving performance, something that cannot be dme with the officer fitting in a tramas car and lxting driven from case to case. They can be evaluated as to how they respoq to certain calls. They can store the'v equipment within these marked cars versus carrying them arounb tae bags. After theeir field training is completed the officer will be deployed to their districts with thew Geet vehicles and th probatimary period (eighteen mmths) they wmld have to get the'v own subsidized vehicle. Presently a recruit, thrmgh his/her raruit training, will have to begin to look for a vehicle to use for work when he/she graduates. If we implement the above, it will give the employee more time to look for thew wok vehicle. [f I may add. these have been times when recruits purchased vehicles err had someone m the family buy them a car as a gift for becoming an officer, then the officer quits because he/she does nd like the job and is now stuck will[ a car. Or, the departmrnt terminates the employee for lass than satisfactory performance. The flea cars will be circulated with the recruits for the dwatim of the warrmty of the cars, then new cars purchased. The car's integrity should stay in good conditim because the recruit being under probatim will surely thlte care of hishter vehicle, and of course, being new m the job, the otlicer will patrol more actively which i~ what everyme wants. It is a win-win plan, and we should begin as som as possible. i This p19n will make all who are concerned and affxted satisfied as it will help our depar~rnt, appease those w~to want to sce fleet vehicles, and the men and womm of the Police Depmtttrnt can continue dte ptadic$ of using t6ev own vehicle, which the majority wishes to retain.
