Aloha, Co ncil members:
You are eing asked to review Bill 178, which Mayor Rim, after
months of deliberation, has vetoed.
First, vow for this veto has been scheduled without
Qf_West Hawaii residents. ~p~ 3pnarently your
Council Chairman Arakaki's willful and unfair attempt to
cut West Hawaii residents out of the process of democracy at
county level is abominable. We trust that, on Sept. 1st, you will
defer this vote until the September 15th hearing in Rona, which is
well within the time limit prescribed by law, and the only action
which would reflect integrity on the part of this government body.
Regarding the veto vote itself, comments from councilmen regarding
continued' support of this bill are not convincing reasons for the
latest d aft of this unpopular bill to be passed. None of those
reasons utweighs the preponderance of information which has come
to light against this bill, including the veto due to traffic
concerns. Nor does any mitigation or explanation given thus far
outweigh the public outcry against Bill 178, which includes issues
relatP~l o degraded quality of life and decimation of natural '
resources which will affect this island if Cliftos' development
plan was o unfold.
T+~hop~ the Mayor's decision gives you Haase in your support
this We ask that you look within yourselves and the
community to work toward more fitting use of this land that can
create a win-win situation for all parties, as has occurred at
next doo Rohanaiki. We ask that you look within the law to know

To rester to two major imperatives regarding Bill 178:
1) e e ~Hawai'i Cou ve spoken to each and every one
of you, egardless of your home district. They don't want this
developme t to move forward. Your kuleana is to protect the needs
and desi es of the people of this island, the island's natural
resources, and the law. Supporting the mayor's veto insures both
of those mandates are fulfilled.

property ~~,for speculative purposes. It's rezoning will, in fact, be
an econo is burden to this county infrastructurally with a near
doubling ~of vehicles using this stretch alone, by the developer's
own studies.
