Subject: Scope of Work for Puna and Kona Rurall Paratransit Plan
Attached is the scope of work our planning consultant, Lyon and Associates, will perform
for the subject study. 'they will be assisted in Hawaii County by James Leonard of PBR.
The consultant expects to start the study in mid to late September.

Authorized Services
1. Product: Develop a rural paratransit plan for the Puna and Kona districts of Hawaii
County.
II. Scope of work:
A. Steering Committee
1. Identify members
2. Discuss goals, expectations and roles
3. Review and critique of working documents and processes
4. Advocacy role
5. Support in implementation
B. Data Collection
1. Gather information on existing transit and para-transit demand and
services. Information shall include but not be limited to clientele, service
provided, service area, ridership, hours of operation, frequency, fleet size,
vehicle types, funding sources and operating system. Transportation
agencies shall include but not limited to paratransit, social services, school
bus, and taxis.
2. Individual and public transportation needs.
3. Stakeholder needs related to public transportation and paratransit needs.
4. Federal, State and county agency services and policies.
C. Develop Database of Public Transportation and Para-transit Services and Needs
1. Detailed summary report of Part B in terms or services and needs.
2. GIS Map of service areas with relevant information.
D. Assess the Benefits of a Coordinated Public Transportation and Para-transit
System
1. Social
2. Economic
E. Develop Alternative and Assess Effectiveness of Coordinated Public
Transportation and Para-transit Systems. The Systems shall include:
1. Identify information to share;

2. Identify dispatching information required for coordination;
3. GPS technology;
4. GIS coordination, Part C1;
5. Internet and telephone based transportation requests;
6. Integration with MTA's website and IT system;
7. Resources required; equipment, staffing, facilities;
8. Modifications required to current operations;
9. Roles and responsibilities;
10. Agreements between agencies;
11. Costs for start-up, operations and maintenance;
12. Funding sources; and
13. Optimization of resources and funds.
F. Develop viable strategies and schedule for the implementation of the most
effective and efficient Coordinated Public Transportation and Para-transit System.
III. Public Involvement: Conduct public meetings in the two districts (Puna and Kona) for
needs assessment and to keep residents informed on the progress and conclusions of this
plan. For each public involvement effort a minimum of two meetings in each district
shall beheld.

B. GIS of Public Transportation and Para-Transit Services
C. Benefits of a Coordinated Public Transit and Para-transit System Report
D. Alternative and Assessment of Coordinated Public Transportation and Para-transit

E. Report of the Coordinated Public Transportation and Para-transit System with
implementation strategies and schedule
F. Report of Public Involvement meetings held
V. Coordination with MTA: All work shall be done in coordination with the County of
Hawaii Transit Agency.
VI. Work plan and schedule: Prior to commencement of the project, contractor shall
provide the MTA with a detailed work plan, time schedule and deliverables. This
meeting shall also include resources required, scope of work, and coordination needs.
