SUBJECT: BILL 312 (Draft 3)
Enclosed is draft 3 of Bill 312 relating to property owners being responsible for sewer bills.
Draft 3 makes the following changes:
• (a) Sentence regarding proration of billings was removed. The Division will continue to prorate first
and final billings.
• (b) "sixty or more days overdue" was changed to past due to allow the Division to begin charging
penalties and interest if not paid by the due date.
• Section 4. Effective date was changed to July 1, 2005 to enable the Division Accounting staff time to
implement the new procedures.
