RE: Legislative History: Bill 311, Draft 2
Ordinance 96-51 (May 2, 1996) established the language for council approval of sewer
extensions by resolution. The proposed amendments in Bill 311, Draft 2, are
significantly related to some of the language in this ordinance. A copy of Ordinance 96-
51 is attached for your information. The purpose of this ordinance was: "The Council of
the County of Hawaii Ends that extensions of the public sewer system have a significant
impact on the public, especially on those individuals who would be required to connect to
the extended system. Therefore, in order to provide for public input on decisions to
extend the public sewer system, the Council finds that all extensions of the public sewer
system shall be approved by resolution of the Council." ,
Ordinance 01-108 (November 1C, 2001) replaced references to "chief engineer" with the
"director of public works."
Ordinance 02-66 (May 10, 2002) amended the code by replacing references to the
Department of Public Works with the Department of Environmental Management and
added the definitions for the Environmental Management Commission.
