RESOLUTION NO. 233 04
RESOLUTION CREATING TWO (2) RECYCLING SPECIALIST (TEMPORARY)
POSITIONS FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT
SOLID WASTE DIVISION
WHEREAS, the Department of Environmental Management is the recipient of the State of
Hawaii Department of Health's Beverage Container Deposit Program Grant; and
WHEREAS, under the Beverage Container Deposit Program, a redeemable deposit fee is
collected on all eligible beverage containers in a effort to encourage recycling and reduce land
disposal and illegal dumping of affected containers; and
WHEREAS, a separate container fee is also collected by the State's Department of Health
from the beverage industry for each eligible container and a portion of those container fees are then
being distributed to the counties to assist in developing and monitoring public redemption centers;
and
WHEREAS, the grant funds provide for the establishment of two (2) Recycling Specialist
(Temporary) positions to create, institute, and monitor the County's beverage container deposit and
recycling program; and
WHEREAS, the creation of two (2) Recycling Specialist (Temporary) within the Department of
Environmental Management Solid Waste Division will allow the County to achieve the goals and
objectives of the beverage container deposit program; and
WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor has
the power to "Create positions...fortyhich appropriations have been made by the council...".
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that two (2) Recycling Specialist (Temporary) positions, SR-20, be created.

Beverage Container Deposit Program Grant.
Bh IT FURTHER RES®LVE® that a copy of this resolution be transmitted to the Departments
of Finance, Environmental Management, and Civil Service.
