Re: Operating Budget
The State of Hawaii Department of Health (DOH) has authorized a $250,000 grant to the County of
Hawaii for its Beverage Container Deposit Program; that under the law, must be implemented by
January 1, 2005. Under this program, a redeemable deposit fee is collected on all eligible beverage
containers in an effort to encourage recycling and reduce land disposal and illegal dumping of affected
containers. A separate container fee is also collected by the State DOH from the beverage industry for
each eligible container and a portion of those container fees are then being distributed to the counties to
assist in developing and monitoring public redemption centers. The State DOH recognized it would be
more advantageous to have each county be responsible for developing and monitoring its own program,
rather than having the neighbor islands under the control of the State. Therefore, the Department of
Environmental Management Solid Waste Division's Recycling Section has been requested to assume
responsibility for implementing and monitoring the Beverage Container Deposit Program.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State of Hawaii
Department of Health for this Beverage Container Deposit Program grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this grant.

The State Department of Health, by law, must implement the Beverage Container Deposit Program by
January 1, 2005. The State DOH recognized that it would be better to have each county be responsible for
developing and monitoring the program for their county, rather than having Neighbor Islands under control of
the State on Oahu. Therefore, the Recycling Sections in each county have been requested to assume
responsibility for implementing and monitoring the Beverage Container Deposit Program. The State DOH
will provide the County of Hawaii with up to $250,000 to provide these services.
