Re: Resolution Creating Positions
Enclosed is a resolution creating two (2) Recycling Specialist (Temporary) positions for
the Department of Environmental Management Solid Waste Division. These positions
are needed to create, institute, and monitor the County's beverage container deposit
and recycling program. The funding for these new positions is being provided by the
State of Hawaii Department of Health's Beverage Container Deposit Program Grant.

A. REQUEST:
A resolution authorizing the Department of Environmental Management to create two new temporary
Recycling Specialist positions.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)•
The State Department of Health, by law, must implement the Beverage Container Redemption Program by
January 1, 2005. The State DOH recognized that it would be better to have each county be responsible for
developing and monitoring the program for their county, rather than having Neighbor Islands under control of
the State on Oahu. Therefore, the Recycling Sections in each county have been requested to assume
responsibility for implementing and monitoring the Beverage Container Redemption Program.
The Department of Environmental Management, Solid Waste Division is requesting that two temporary
Recycling Specialist positions be created for implementing and monitoring this program. The positions will
be funded by a grant from the State DOH.

This is a new scope of duties and services being delegated to the Counties to
implement. There are no similar existing services within the County of Hawaii. The
requested positions will create, institute, and monitor a beverage container deposit and
recycling program.
Per §342G of Hawaii Revised Statutes entitled Deposit Beverage Container Program a
redeemable deposit fee will be collected on all eligible beverage containers in an
effort to encourage recycling and reduce land disposal and illegal dumping of
affected containers. A separate container fee is also collected by the State's
Department of Health from the beverage industry for each eligible container and a
portion of those container fees are then being distributed to the counties to assist in
developing and monitoring public redemption centers.

1. Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.):

3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
The staff will 1) create the program services and measurements of effectiveness, 2)
monitor the amount of funds generated by the return of beverage containers for the
deposit fee, 3) assist in training redemption center operators in proper, 4) prepare
quarterly reports identifying issues arising in the operation of redemption centers,
5)monitor compliance with regard to contracts between permitted redemption
centers and satellite collection centers, and 6) conduct outreach to insure the
public is aware of the purpose and to increase participation in the program.

4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)
Technology can help the new staff monitor their activities and effectiveness.
However, staff is required to implement, activate the services, and respond to public
inquiry.
5. Why were manpower needs not planned through budgetary process?
The request was not made a part of the FY 04-05 budget because the State had not
yet determined the amount of funds it could allocate to the various Counties. A task
force was also defining the scope of activities to be performed within the funds that
could be generated.
This proposal is being made a part of the FY 05-06 budgetary process to make the
positions permanent after the department has had an opportunity to examine the
continuation of funds and participation of the public.

1) This program and funding is established by legislation.
2) This program expands the recycle program services in the county.
3) This program is intended to reduce the littering of beverage containers and
extend landfill life.
4) This program educates the public on another aspect of reducing litter.

Person in this position will monitor container recycling to ensure compliance with program; inspect and evaluate of time
recyclers who collect and process deposit beverage containers; provide public education and outreach; provide
technical assistance to recycler; evaluate and recommend corrective and preventive measures, where needed, to
protect the public and the environment; and report program progress to the State.
Examples of Duties:
Monitoring Support: Monitor certified redemption centers including, site establishment, service to public, signage, 30%
hours of operation, handling and processing of materials. Conduct on-site investigations of redemption centers to
ensure compliance to law. Provide other monitoring support as required. (1)
Technical Assistance: Manages contracts between county and redemption center operators. Provides technical 30%
assistance and support to private sector businesses actively developing or participating in the program. Maintains
information on program progress. Prepares quarterly summary reports that evaluate program success and make
recommendations for improvement. Assists in researching funding opportunities for recycled product research and
market development. Provide other technical support as required. (1)
Education Outreach: Provide educational and outreach support to promote and increase participation in recycling of 30°/n
deposit beverage containers. Assists in implementing and monitoring demonstration projects. Provide other
