Enclosed is a resolution creating a Victims Services Technician (Temporary) position for`=_~
the Hawaii County Police Department. This position will assist with the administrative
and technical support of the Domestic Violence and Sexual Assault Unit. The increase
in cases in both areas, compounded with the complexity of cases and involvement of
many State/County agencies, require a departmental liaison to assist the Police
Department before the cases are sent to the Prosecutor's Office. The funding for this
position is being provided by the State of Hawaii Department of the Attorney General's
Victims Services Coordinator Grant and is already appropriated in the County's
Operating Budget.

A. REOUEST:
To create a temporary Victims Services Technician position to assist the Juvenile Aid
Section with the administrative and technical support of the Domestic Violence and
Sexual Assault Unit. The increase in cases in both areas, compounded with the
complexity of the cases and involvement of many State/County agencies, require a
departmental liaison to assist the Police Department before the cases are sent to the
Prosecutor's Office for a charging decision and communicate with the victims.
B. BACKGROUND AND JUSTIFICATION:
The Police Department has received various grants over the years from the State
and has hired several different contract employees to provide the services under the
"special and unique" exemption.
As we have identified that the services are important and we can no longer consider
the position under the "special and unique" exemption, having contracted for several
years, we are requesting that a civil service position be created on a temporary
basis, while we continue to secure grant funds to pay for the salaries and wages.
We would like the County to eventually pick up the salaries and wages, should grant
funds terminate.

l . Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.):
The State Attorney General's Office has provided funds for one year to provide
services to victims of domestic violence and sexual assaults from the time a report is
made until the case is referred to the Prosecutor's Office. With the increase in
domestic violence and sexual assault case, there have been sitatuions ,where
victims are not kept informed of the status of their case in a timely manner; unaware
of any of the services provided to assist them; and having fallen through the cracks
so they are further traumatized.
The State recognizes the need for additional training of law enforcement staff,
assistance in developing, expanding, and maintaining a data collection and
communication system to assist victims prior to their cases being referred to the
Prosecutor's Office, and the importance of communication between the victim and
the Police Department from the onset of the case.
With so many agencies involved in domestic violence and sexual assault cases, the
State also recognizes the need to network and link the various agencies to ensure
the protection and well-being of the victims.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
We do not have any positions that can take on these tasks, as the Detectives are
already carrying a heavy workload due to the increase in these cases.
We have previously contracted similar services under various grants on a year to
year basis. As we have recognized that these duties can no longer be exempted
under 76-77(7) "Special and Unique" , we are at this crossroads to create a grant
funded civil service position.

3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
This position will free the Detectives and Lieutenant from stopping their work to
answer phone inquiries on case status, information requests, and basic statistics for
reports.
As each case needs to be input to the database, follow-up entries made, status
reports, etc. this position will provide a clearinghouse for all cases assigned to the
various detectives. This position will also be responsible for updating the case
management files and be able to provide timely response for information to the
victims.
As the liaison for the Juvenile Aid staff, the position will be able to attend all meetings
with the various agencies and ensure the communication flow between the
department and all the related agencies, especially the Prosecutor's Office, which is
critical in such cases. The position will also provide the continuity when cases are
referred to the Prosecutor's Office through regular communication with the Victim
Witness Counselors.
4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)

5. Why were manpower needs not planned through budgetary process?
This request is being made with secured State funds, and therefore, the position was
not requested during the normal budget process.

Under the general supervision of the Police Lieutenant, the Victims Services Technician in the Juvenile Aid Section Show
will assist the detectives in providing a variety of administrative, technical and clerical support services to enhance
the program. of time.
1. Provides information and assistance to the public relating to the various agencies involved with the Police
Department regarding sexual assault or domestic violence issues. Provides information and assistance to victims of
cases by assisting in coordinating services with other public and private agencies and updating them with their
respective case status. Establishes and maintains telephone contact with victims, referral of available services, and
conveying communication to and from police investigators as needed. Keeps police investigators apprised of on-
going concerns of victims as it relates to these investigations. Provides police investigators with reports, data
summaries, and analysis of data. Monitors the status of these pending investigations relating to domestic violence
and sexual assaults, with an emphasis on servicing victim's concerns. (1,2,3,4) 40%
2. Searches through a variety of files and police reports; extracts and compiles data; organizes information and
prepares final reports; assists detectives in the preparation and distribution of operational and activity reports related
to domestic violence and sexual assault. Inputs data into a central database. Develops, maintains, and
disseminates periodic reports for supervisors regarding the status of pending investigations relating to domestic
violence and sexual assaults. Maintains, summarizes, analyzes, and prepares reports on statistical data. Sets up,

3. Under the guidance of police investigators, prepares procedures and guidelines of the internal operations of
the Police Department's Domestic Violence and Sex Crimes Units. Assists police investigators and works with
the Prosecutor's Office Victim/Witness Counselors for the transition of victim services when an investigation is
submitted for prosecution. Composes routine correspondence and letters from general instructions; may draft
letters as instructed. Types letters, memoranda, reports, statements, forms, and other materials in to final form;
