Re: Operating Budget
The State of Hawai'i Department of Health Child and Adolescent Mental Health Division has
authorized a $140,000 grant to the Hawai'i Office of the Prosecuting Attorney, for the establisli-m-ent
of the Big Island Juvenile Intake and Assessment Center (BIJIAC). BIJIAC is a multi-agency effort
that seeks to provide a single point of entry for intake, assessment and case management of
delinquent and at-risk youth. These funds, being passed on to a third party agency, will be used to
hire a Project Coordinator to manage the creation of the BIJIAC.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawai'i
Department of Health.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this
$140,000 grant.
In order to expedite the implementation of this project, the Office of the Prosecuting Attorney would
like to request a waiver from the Finance committee and have this resolution and bill heard at the
Council meeting scheduled for September 15, 2004.

RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE
DEPARTMENT OF HEALTH, CHILD AND ADOLESCENT MENTAL HEALTH DIVISION TO SUPPORT
CREATION OF THE BIG ISLAND JUVENILE INTAKE AND ASSESSMENT CENTER (BIJIAC) AND TO
INCREASE REVENUE AND APPROPRIATE FUNDS IN THE AMOUNT OF $140,000.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Prosecutor's Office has been awarded funding through the Department of Health Child and Adolescent
Mental Health Division for establishment of the Big island Juvenile Intake and Assessment Center (BIJIAC).
Funds will be passed through to an agency to hire a Project Coordinator.
Federal grant funds need to be encumbered prior to September 30, 2004. We are requesting waiver of
Finance Committee action in order to expedite implementation of the project.

Explanation: The project will be subgranted to a qualifying agency to hire the coordinator and assume
management responsibilities of the project.
Additional Comments about Grant: BUTAC is a multi-agency effort that seeks to provide a single point of
entry of intake, assessment and case management of delinquent and at-risk youth. This would include
co-location of relevant agencies such as law enforcement, probation, health and other social service
providers.

Pursuant to Section I (g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
