The Office of the Prosecuting Attorney is the recipient of a grant from the State of Hawai'i Department
of Human Services, Child and Adolescent Mental Health Division for the establishment of the Big
Island Juvenile Intake and Assessment Center (BIJIAC). BIJIAC is a multi-agency effort that seeks to
provide a single point of entry for intake, assessment and case management of delinquent and at-risk
youth. The State project funds, being passed through the Office of the Prosecuting Attorney, will be
subgranted to the Research Corporation of the University of Hawai'i (RCUH) for the hiring of a Project
Coordinator to manage the creation of BIJIAC.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the Research
Corporation of the University of Hawai'i (RCUH) for the BIJIAC project.
In order to expedite the implementation of this project, the Office of the Prosecuting Attorney would
like to request a waiver from the Finance committee and have this resolution heard at the Council
meeting scheduled for September 15, 2004.

RE: Reso No. 238-04 -A Resolution Authorizing the Mayor to Enter Into
Agreement With The Research Corporation of the University of Hawaii for
the BIJIAC Project
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

A. REQUEST:
Approval authorizing the Mayor to enter into an agreement with Research Corporation of the University of
Hawaii (RCUH) for a Big Island Juvenile Intake and Assessment Center Project Coordinator.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
We have been awarded funding through the State Department of Health, Child and Adolescent Mental
Health Division for establishment of the Big Island Juvenile Intake and Assessment Center (BIJIAC).
BIJIAC is a multi-agency effort that seeks to provide a single point of entry for intake, assessment and case
management of delinquent and at-risk youth. Project funds will be subgranted to RCUH for hiring a Project
Coordinator to manage creation of BIJIAC.
Federal grant funds need to be encumbered prior to September 30, 2004. We are requesting waiver of
Finance Committee action in order to expedite implementation of the project.
