Chung, Chair -J~ Committee on Finance RE: New Bill Combining Bill No. 174, Draft 2 and Bill No. 177 Relating to Home Exemption and Definition of Principal Home As discussed at the Finance Committee's meeting on August 31,2004, the attached new bill is transmitted for your consideration. The new bill combines the amendments proposed in Bill No. 174, Draft 2 (increasing home exemption to 20% not to exceed $80,000) and Bill No. 177 (improving definition of "principal home"). Introduction of the new bill should minimize confusion and drafting errors caused by two bills attempting to amend the same section 19-71. In addition to amendments shown in the two bills, the word "and" is being deleted in section 19- 7 1 (a)(2)(D): (D) That a husband and a wife shall not be permitted exemption of separate homes owned by each of them, unless they are living separate and apart, in which case they shall be entitled to one exemption, to be apportioned equally between each of their respective homes; [etid] Please waive this bill out of the Finance Committee in order for it to be heard simultaneously with Bill Nos. 174 and 177. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter placed onto the next Council agenda for review.
