KU O I, ING POLICE CHIEF SUBJECT : MARIJUANA ERADICATION MISSIONS FOR THE MONTH OF AUGUST 2004 The Hawaii Police Department conducted marijuana eradication missions on August 17-19, 2004, in East Hawaii; and August 9-10, 2004, in West Hawaii. As required by Resolution No. 46-01, reports indicating the number of plants eradicated and the number of complaints received from the public, the type of complaint and the complaint disposition are attached. Caller also mentioned that the helicopters fly extremely low at nights after 10:00 with infrared lights shining into caller's house. Caller said a helicopter was over caller's house as we spoke but did not observe any marijuana being removed. Caller reported that the helicopters are not flying above caller's home but complained that the noise is bothering caller. (Caller called Administration and did not want to be transferred; therefore, Major Nakamichi took the complaint.) Time in Area: 25 minutes No. of Plants Recovered: 104 plants Immediate Action Taken: Comments: Caller stated that although the helicopter was not flying over caller's residence, caller was aggravated by the noise. Caller also observed someone hanging from the line and the helicopter was there for over three hours. Caller was advised that this was part of a marijuana eradication mission (HCPD) and that police confiscated marijuana plants in the area. Caller believes that the money should be spent on combating the "ice" problem instead of marijuana enforcement and added that marijuana cultivation would benefit our County.
