State Land Use Boundary Amendment Application (SLU 04-001) Change of Zone Application (REZ 04-004) TMK: 7-3-10: portion of 3 We understand that the subject application is now before the County Council. We provided our comments on this case eazlier, through our letter STP 8.1117 dated Apri] 26, 2004 (copy attached). The developer's consultant responded on June 9, 2004, stating that they felt the TIAR was adequate in addressing our concems. We do not agree with their assessment and continue to stand by our original concems as expressed in our April 26 letter. The proposed development, along with other similar projects proposed by the applicant, will have a cumulative adverse impact on our two highways -Queen Kaahumanu and Mamalahoa, particularly at the intersections of Kaiminani Street with both of these roadways. The developer should be responsible to implement intersection and roadway improvements to mitigate the ~-1 impacts, as prescribed by our Highways Division. Comm. No._ -1 Ref. To: Prese~t~d Ref. A revised TIAR should also be prepared and submitted, reflecting the full build-out of the total lands owned or controlled by the applicant, to ensure that the improvements aze adequately scaled and designed. (Piecemealing the total development will delay the improvements ultimately required, adding to the costs and inconvenience to the public). The developer should also be required to contribute his fair share toward regional improvements. Your favorable consideration of our comments would be appreciated. Thank you. We have the following comments: 1. The traffic impact assessment report (TIAR) that was submitted with the subject application(s) focused its discussion on the intersection of Kaiminani Street and Kakahiaka Street. The subject applicant should submit a revised TIAR to include an evaluation analysis of the project impacts on Queen Kaahumanu Highway and Mamalahoa Highway, and that analysis should include a discussion of appropriate roadway mitigation measures attributable to the project at the intersection of Kaiminani Street with both of these highways. 2. The subject project is one that is adjacent to or adjoins other similar projects proposed by the applicant. Please reference our letter STP 8.0779 dated June 12, 2003. A copy has been provided for said reference. While the roadway and traffic impacts of each separate project can be analyzed, the cumulative effect of all of the projects, including any other can-ent or future projects in land area owned or controlled by the applicant at the surrounding locale, should also be determined. We recommend that the analysis of the cumulative impact be required with each development and the requirement for the applicant and/or its developer to implement mitigation measures and roadway improvements for the cumulative impacts be in effect until and through the full build out of the last development project. The applicant should participate in contributing its fair share of required regional roadway improvements, as may be determined and approved by the DOT. Please submit a Traffic Impact Analysis Report (TIAR) for our review and approval. The TIAR should evaluate the project impacts on our State highway facilities (Queen Kaahumanu Highway and Mamalahoa Highway). The report should discuss appropriate roadway mitigation measures caused by the proposed project, if any. If you have any questions, please contact Ronald F.
