The recent approval of Ordinance 04-66, which raised the annual motor vehicle weight tax for vehicles, trucks, or trailers registered in the County of Hawaii effective January I , 2005. resulted in an estimated revenue generation of $1,015,796, effective January 1 through .tune 30, 2005. The attached exhibits reflect appropriations of $677.536 for the Highway Maintenance and ~'raffic Divisions of the Department of Public Works to fund existing 11 Laborer positions tilt six months; to add 7 new Laborer positions and fund them for six months; to add associated costs for equipment for the new positions; and for additional contract for services for Traf[ic Signs and Markings to catch up on backlogged work. The additional $338,260 is for Mass'fransit Agency services and will be used for increased bus service around the island and as a local match for federal funds. The State of Hawaii Department of Health (DOH) has authorized the above grant to the County of Hawaii for its Beverage Container Deposit Program which, under the law, must be implemented by January 1.2005. DOH recognized it would be more advantageous to have each county be responsible lin~ developing and monitoring its own program, rather than having the neighbor islands under the control of the State; therefore, the Department of Environmental Management, Division of Solid Waste's Recycling Program has heen requested to assume responsibility for implementing and monitoring the program.
