"Fhe State of }{awai`i Department of Transportation has approved a $2357,423 Federal Transportation Administration Section 5309 Capital Grant for the Hawaii County Mass Transit Agency. The funds will be used to purchase vehicles to enhance the island's public transportation services and to create park and ride lots in Kona and Pima. Comm. 736: AN ORDINANCE AMi:NDING ORDINANCE NO. 04-75, AS AMENDED, (Bill 314) RELA'fWG TO PUBLIC IMPROVEMENTS AND FINANCING TI[F.REOF FOR THE FISCAL YEAR JULY 1. 2004 TO .IUNF. 30, 2005 (by adding the Miloli'i Beach Park Improvements project for $66,457) From Finance Director William Takaba, dated August 11, 2004, transmitting the above bill. Supplemental funding necessary for completion of the construction project will be attributed from other existing Department of Parks and Recreation accounts for Accessibility Compliance, Repairs to Facilities and/or Wastewater Improvements. This project will bring the park's restroom building and wastewater system into compliance with the current building code, health regulations and accessibility requirements. Lapsed funds from prior appropriations will be used to fund this reappropriation. Konishi, dated August 17, 2004, transmitting the above resolution. Since the current contract for the 265ST copier has expired, the Clerk's Office would like to secure the option to lease a newer model, which is on the County's bid list. The advantages of the newer model are the increased speed. document feeder capacity, paper capacity, processor speed, hard drive, and RAM. l~he transition will save the County approximately $92 per month. Attached worksheet shows the cost comparison between the current model and the newer model Xerox WorkCentre Pro 90. UNFINISHED BUSINESS Comm. 394: AN ORDINANCE AMENDING CHAPTER 19 OF THE HAWAI`1 COUNTY (Bill 174) CODE 1983 (1995 EDI'T'ION), REAL PROPERTY TAXES, RF,LATING TO HOME EXEMPTIONS (creates an additional exemption of 20% of the pre- exemption assessed value, to a maximum of $80,000, for those eligible for the home exemption) From Finance Director William Takaba, dated October 23, 2003, transmitting the above bill. This new exemption will provide needed tax relief to most homeowners on the Big Island, particularly younger or lower income families living in areas with rapidly increasing property values. This growth cap is proposed to provide needed relief to residents of the I3ig Island experiencing rapidly increasing property values. Many homeowners choose not to participate in the nonspeculative residential use dedication program due to the uncertainties of a long dedication period, and the cost of breaching the dedication. These changes will cncouragc more residents. particularly older persons living in areas with rapidly increasing property values, to participate in the program and still enable the county to carry out its purposes.
