The Bay Clinic, though its Hawaii Counly Anti-Drug Fund Community Grants Program, has awarded $1,000 to the Department of Parks and Recreation. These funds will be used to defray costs incurred by the Recreation llivision's Honoka'a Summer Fun Youth Camp. This camp provided an opportunity for youngsters to experience camping and drug awareness education in a recreational environment. (Bill 308) OPERATING BUDGET FOR THE COUNTY OP HAWAI'1 FOR THE FISCA[. YEAR F?NDING JUNE 30, 2005 (by appropriating a $6,800 Traffic Investigation Program Grant) From Finance Director William Takaba, dated August 2, 2004, transmitting the above bill. Last fiscal year, the U.S. Department of Transportation, through the State of Hawaii Department of Transportation, Public Affairs Office, Safe Community Program, provided a $15,000 Traffic Investigation Program Grant to increase the quality of alcohol and speed related traffic fatality investigations by providing training and equipment to police officers. This year, an additional funding of $6,800 is being supplemented to that grant for travel expenses to attend and participate in the Statewide Traffic Investigation Training to he held on Maui. This will bring the total grant amount to $21,800. HAWAI`1 COUNTY POLICE DEPARTMEN'T' From Finance Director William Takaba, dated August 4, 2004, transmitting the above resolution. 'this position will assist with the administrative and technical support of the Domestic Violence and Sexual Assault Unit. The increase in cases in both areas, compounded with the complexity of the cases and involvement of many State/County agencies, require a departmental liaison to assist the Police Department before the cases are sent to the Prosecutor's Office. The funding for this position is being provided by the State of Hawaii Department of the Attorney General's Victims Services Coordinator Grant and is already appropriated in the County's Operating I3udget. "1'he figures are based on the proposal from the Ford Credit Company, Dearborn, recently submitted to the Council for study. YEAR FNUING JUNE 30, 2005 (by appropriating $363,221 to various Solid Waste Fund accounts) From Mayor Harry Kim, dated July 21, 2004, transmitting the above bill. States that $363.221 represents part of the Sort Station funding that was removed from the proposed budget. T'hc Sort Station is not proceeding at this time, as directed by the Council. However, there are other very urgent solid waste needs that must be addressed, and they request that these fiords be made available to help comply with their Consent Agreement with the Department of Health and to help implement measures to increase diversion from both the Hilo and Pu`uanahulu landfills. Provides background information and requests that $125,721 be used to restore four positions that were cut in preparation of their proposed budget; $1 12,500 will be used to provide greenwaste collection centers at eight North and East Hawaii transfer stations; and $125,000 will be used to begin development of a Material IZccovery Area at the Pu'uanahulu Landoll. FG42 Page 6 August 17, 2004 Comm. 709.1: RESOLUTION CREATING TWO (2) F.,QUIPMENT OPERATOR Hl POSI'I~IONS (Res. 216-04) AND TWO (2) SOLID WASTE TRANSFER STATION ATTENDANT POSITIONS FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT SOLID WASTE DIVISION From Finance Director William Takaba, dated .iuly 21, 2004, transmitting the above resolution. The current staff ng level at the South Hilo Sanitary Landfill is unable to provide adequate maintenance activities and waste capacity efficiency. The creation of these positions will help to conserve airspace at the landfill, will increase compaction of waste, and will reduce environmental liabilities relative to litter control, storm water management, and the hazardous waste exclusion program. Thus, extending the life span of both County landfills and increasing landfill efficiency which will minimize the County's risk of future environmental contamination and associated regulatory violations.
