A member of the Republican Party, if confirmed, she will serve a term to end on December 31, 2008, replacing Mr. Walter Moe, whose term expired on December 31, 2003. States that $363.221 represents part of the Sort Station funding that was removed from the proposed budget. The Sort Station is not proceeding at this time, as directed by the Council. I Iowever, there are other very urgent solid waste needs that must be addressed. and they request that these funds be made available to help comply with their Consent Agreement with the Department of Health and to help implement measures to increase diversion from both the Hilo and Pu`uanahulu landfills. Provides background information and requests that $125,721 be used to restore four positions that were cut in preparation of their proposed budget; $1 12,500 will he used to provide greenwaste collection centers at eight North and East Hawaii transfer stations; and $125,000 will be used to begin development of a Material Recovery Area at the Pu`uanahulu Landfill. DIVISION From Finance Director William Takaba, dated .luly 21, 2004, transmitting the above resolution. The current staffing level at the South Hilo Sanitary Landfill is unable to provide adequate maintenance activities and waste capacity efficiency. The creation of these positions will help to conserve airspace at the landfill, will increase compaction of waste, and will reduce environmental liabilities relative to litter control, storm water management, and the hazardous waste exclusion program. "thus, extending the life span of both County landfills and increasing landfill efficiency which will minimize the County's risk of future environmental contamination and associated regulatory violations. ARTICLES 1.7 AND 8 OF "fHE (Bill 49) HAWAII COUN"TY CODE 1983 (1995 EDITION), RELATING "I~O REAL PROPERTY TAX DEFINITIONS; NON-DEDICATED AGRICULTURAL USE; ASSESSMENT AND AGRICULTURAL USE DEDICATION From Mayor Harry Kim, dated January 22. 2003, transmitting the above bill. This Bill amends Chapter 19, Articles l (Administration), 7 (Tax Maps, Valuations) and 8 (currently Reserved) of the Hawaii County Code 1983 (1995 Edition), relating to Real Property Tax Definitions; Non-Dedicated Agricultural Use Assessment and Agricultural Use Dedication. Generally, amendments proposed in this bill include, but are not limited to, the following: (1) Adds agricultural-related definitions to clarify terminology. (2) Clarifies the category ofnon-dedicated agr/cu/turnl use assessments; requires property to be in certain County zoning districts; changes the assessment of those properties from assigned productivity values to a percentage of market value (25%, 50% and 75% beginning .Iuly 1, 2004, 2005 and 2006, respectively); and changes the tax rollback period. (3) Clarifies the category of agricultural use dedication by requiring new dedications be for l0 years and the dedicated property be used for commercial purposes (gross revenues of $2,000/year); grandfathers 20-year agricultural dedications; requires property to be in certain County zoning districts; changes breach conditions; adds breach exceptions; and changes rollback period. Comm. 118.1: From Finance Director William Takaba, dated February 18. 2003, transmitting (Bill 49) Bill 49, Draft 2, amending Bill 49 as follows: 1) Rewords Section 19 to read: (Draft 2) Commercial Agricultural (Ise Dedication(b) and the elimination of the petition requirement for landowners with existing 20 year dedications to continue with the remainder of the dedication; and 2), also in Section 19_, Subsection (c)(4), Commercial Agricultural Use Dedication, changes the assessment of a homesitc from "a comparably sized homesitc" to "a comparable homesitc."
