Re: Operating Budget
The Department of Environmental Management is the recipient of one of twenty $10,000
Dell Computer Recycling Grant awards and will be using the funds to conduct a computer
recycling event in West Hawaii. They were selected from a competitive group of almost
175 applicants including state and local governments and municipalities, higher education
institutions and non-profit organizations. Enclosed is a resolution accepting the $10,000
grant award from the Dell Computer Grant Program.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
the $10,000 grant award.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The County of Hawaii, Department of Environmental Management, Solid Waste Division applied for a Dell
Computer Recycling Grant in the amount of $10,000 to conduct a computer recycling event in West Hawaii
in January 2005. Dell awarded 20 grants in this Fall 2004 grant cycle and the County of Hawaii was
selected as a recipient out of 175 applicants. The County of Hawaii sponsored the first successful computer
recycling event on the Big Island in June 2004 in Hilo where 25 tons of computers and peripherals were
diverted from landfill and recycled.

Dear Eileen O'Hora-Weir:
As I mentioned in my email last week, here is your "official" letter from Dell!
Congratulations! We are pleased to inform you that the Department of Environmental Management of the County
of Hawaii has been selected as a recipient of one of twenty $10,000 Dell Recycling Grant awards to be used to
conduct a computer collection event in the fall of 2004. The County of Hawaii was selected from a competitive
group of almost 175 applicants including state and local governments and municipalities, higher education
institutions and non-profit organizations.
The 10-member grant review board, consisting of individuals from a variety of Dell business units and experts
from environmental and recycling groups and the federal government, based its selections on considerations of
the quality of the collaborative effort; prospects for successful outcomes; geographic diversity; sustainability of the
program beyond the grant period; and the ability to leverage the local community's existing recycling
infrastructure.
The Dell Recycling Grant Program is intended to raise awareness of responsible end-of-life options for computers
and empower communities with a model and means for successful collection events. The County of Hawaii will be
expected to use the award to organize, promote, stage and recycle computer equipment in an effective, free "No
Computer Should Go To Waste" collection event in your community.
In the next few days, Dell will mail you a packet of additional information and required forms, as well as the
schedule for the technical assistance and guidance program offered to your organization by the National
Recycling Coalition. The NRC's collection experts will conduct a series of grantee workshops this fall to share
best practices, create a supportive team atmosphere, encourage dialogue and interaction among grantee
organizations, and educate grantees on strategies for collecting and responsibly recycling computer equipment,
fundraising, and conducting media and grassroots outreach.
Dell will publicly announce the twenty grant recipients on Monday, August 30 at the National Recycling Coalition's
Annual Congress and Expo in San Francisco, Calif. We are planning a media roundtable on that morning, where
the winners will be announced and reporters will have the opportunity to ask questions of both Dell and NRC. You
or someone from your organization are welcome to attend and participate in the media roundtable.
Dell will email the draft press release to each grant winner later this week for your review. Dell will also work with
your organization to develop an individual press release to be jointly distributed in your region. We request that
you exercise discretion in who you inform of your grant award, as we hope to be able to leverage the maximum
impact of the press announcement on the 30th, and we want to respect those organizations that did not receive
grants.
Dell believes that the most effective solutions to building our nation's electronics recycling and reuse infrastructure
are those that incorporate shared responsibility and public-private partnerships - so thank you for being part of the
solution. We look forward to working with the County of Hawaii to educate consumers about the importance of
electronics recycling and develop innovative solutions to address the a-waste challenge.
