Subject: Revisions to Section 18 of the Hawaii County Code
Enclosed is a bill for an ordinance to amend Section 18 of the Hawaii County Code.
Following is a description of the proposed amendments:
1. Authority of Transit Administrator to establish promotional bus fares.
The purpose is to allow the transit administrator to establish bus fares for a
temporary period, not to exceed 90 (ninety) calendar days. This would allow the
agency to provide lower bus fares when a new route or service is provided, or to
boost ridership on routes that are not performing well.
2. Creation of a "transportation free zone".
The proposal is to designate the Kona district between Kalaoa and Kealia as a
transportation free zone, where riders boarding and alighting within the two areas
would ride free of charge. The transportation free zone would not apply to
County provided shared-ride taxi service, County operated curb to curb van
service, or non-scheduled bus service. This amendment would terminate two
years after enactment.
