Enclosed is a bill for an ordinance adding the Old Volcano Trail, Kea'au Town to Hawai'i
Volcanoes National Park, project for $100,000 to the Capital Budget. This project
addresses the resource management needs related to expanded access to the Hawai'i
Volcanoes National Park and includes the planning and design of the Old Volcano trail, for
tourism and recreational travel. Funding for this project is being provided from the Federal
Highway Administration (FHWA) Public Lands Highways Discretionary Funds.

Amend Ordinance 04-75 by appropriating $100,000 for surveying and preliminary engineering for the Old
Volcano Trail, Keaau Town to Hawaii Volcanoes National Park.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This project uses 100% FHWA Public Lands Highways Discretionary Funds. No County funds will be used
for consultant services. The project was initiated by US House Representative Ed Case, so it is not part of
the County's CIP program. The application was made by Eric Kapono of Advancement Services for Native
Non -profits. The County is presently acting as the project sponsor and will be working with Eric to complete
survey work and preliminary engineering using the $100,000 furnished by FHWA. The construction phase
will be sponsored by the government agency that will be responsible for the maintenance of the trail. We are
unaware of any County, State or Federal maintenance commitment at this time. See attached for additional
information.

6. Project Location:
Termini on Route 11, and parallel to Route 11. Trail length of 19.8 miles, from Keaau to
Hawaii Volcanoes National Park; Districts of Puna and Kau, County of Hawaii
7. Proposed Work:
Planning and Design of the Old Volcano Trail, for tourism and recreational travel
accessing Hawaii Volcanoes National Park (HVNP). Planning and design to include (1)
metes and bounds survey of trail traverse and (2) development of trail design and
construction plan.
Metes and Bounds Survey to entail location of survey pins placed along the Old Volcano
Trail, relocation of disturbed pins, and generation of a licensed survey report. Report will
confirm traverse of the historical trail and the prospective trail corridor.
Design and Construction Plan to entail specifications for installation of a natural tread for
pedestrian and bicycle transportation along trail corridor. Plan will also entail
specifications for adjacent vehicular parking areas.
Phase II of proposed project entails construction of paved shared use bicycle path
Public Lands Category: Hawaii Volcanoes National Park (HVNP)
Project Purpose & Benefits:
Project addresses resource management needs related to expanded access to Hawaii
Volcanoes National Park (HVNP), including safer recreational transportation.
The Old Volcano Trail is the historic route used to access the attractions at HVNP over a
hundred years prior to creation of the Park. The Trail will provide safe access to the Park
for pedestrians and bicycles as a non -vehicular corridor to the Park entrance. The Trail
connects the residential areas of Keaau and Hilo with the Park, thus providing
recreational transportation between popular tourism attractions and the Park. The Trail
will enhance the Ala Kahakai National Historic Trail by linking with its terminus at the
Park, thus increasing its potential distance by 19.8 miles through creation of a trail
network.
The Old Volcano Trail will benefit economic development of the Puna and Kau districts
by increasing the number of visitor attractions in the area, thus increasing opportunities
for jobs and other income-producing opportunities for local residents. The Trail will also
provide community enhancements by strengthening natural resources for cultural,
educational and recreational opportunities for local residents.
10. Planning and Coordination:
The Old Volcano Trail is classified as a "Priority Level I" project in the 2003 Bike Plan
Hawaii, the 10 -year master plan for the State Department of Transportation to integrate
bicycling into the state's transportation system.
The Old Volcano Trail abstract for property ownership was completed by the State Trails
& Access Program ("Na Ala Hele"), which is part of the Division of Forestry and
Wildlife at the Department of Land & Natural Resources.
11. Current and Future Traffic:
Current users of the Old Volcano Trail are estimated at 50 visitors and residents annually,
based on observations made by area residents. Future users of the Old Volcano Trail are
estimated at 1,500 visitors and residents annually.
12. Project Administration:
Project to be administered by the County of Hawaii, through its Department of Public
Works.
13. Amount of Federal PLHD Funds Requested: $100,000
Metes & Bounds Survey ($40,000)
Trail Design & Construction Plan ($60,000)
14. Commitment of Other Funds: $15,000 (Hawaii Tourism Authority, 2003-04)

Phase I: $350,000 for installation of 2-4' wide natural tread
Phase II: $3,220,000 for design and construction of shared use bicycle path
