Nevertheless, I've reviewed the subject petition and enclosures and agree with the Corporation Counsel's conclusion that, based upon the facts as stated, and given the existence and adherence to the policy of rotating court reporters, that office's receipt of $5 gift cards does not constitute a violation of the Code of Ethics because the present policy does not allow for any special benefit to be conferred on the donor. Aloha, Joel P.S. Thanks for enclosing Article XIV of the State Constitution. My reading of the provision prohibiting ethics commission members "from taking an active part in political management or in political campaigns" requires that I resign from the Board of Ethics because, as a candidate for the County Council, I will be doing just that. Accordingly, I hereby submit my resignation and thank ATT00003"htm you and the Board for all you have done and are doing to serve our County. ie-e- (,r nPe 13 -44 6-6 {fins, all, St K" 167 fu Paul M. de Silva 3020 Ainaola Drive, Hilo, Hawaii 96720 Telephone: (608959-6901 Fax: (808) 959-7228 Email:Polo@Hawaii.rr.com August 13, 2004 The Honorable Harry S. I have received your calls and Jean's and have been meaning to respond in kind with my letter of resignation from the Committee. It has been a horrendously busy couple of years for me, as I am sure it has been for many people, coupled with the health issues of parents & in-laws and finally the loss of my father-in-law. I am sorry for the inconvenience that my absence from committee meetings has caused. I should have followed my instincts not to participate for another term when I was last approached to continue on, butjust couldn't say no. Please accept this as an informal letter of resignation from the Hawaii Island's Committee on the Status of Women. I have been most fortunate to meet a number of wonderful, powerful and generous women in the last several years and I will miss them all. I hope to see you again soon. In the past year, Committee members have changed but the commitment of all the women, past and present, to support and expand the work of the Committee goes on. Despite all the work of governmental and organizational groups dedicated to working toward full equality of women in our society the major obstacle to this goal resists change; acceptance of women's full humanity as responsible adults. Legal obstacles to women's equality that appeared to have been breached have reappeared under the guise of a return to traditional values. These values place women in a dependent role to some authority figure. This results in blaming women for the most obvious obstacle to her adulthood, her economic dependency. Despite educational, occupational, and financial gains for some women, many women face each day living not just from paycheck to paycheck but burrowing from next month's paycheck to pay today's bills. Women continue to earn less then men across all occupations. Yet, women's involvement in community building, between women, families, and organizations, both public and private, despite economic stress, displays their strength of body, mind and spirit. Women will need committees such as ours until women obtain full equality. Leaving you with this brief thought, I am submitting this letter in resignation from the County of Hawaii Committee on the Status of Women. Personal obligations require me to do this at this time. Again, thank you for trusting me with the responsibility to serve the women, men and children of our community through the Committee.
