CALL TO ORDER STATEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA REFERRALS Comm. 761: AN ORDINANCE AMENDING CHAPTER 24 OF THE HAWAII COUNTY (Bill 323) CODE 1983 (1995 EDITION) RELATING TO VEHICLES AND TRAFFIC (Ka`apahu Road-Yield Location(s) Kalopa Gulch Bridge, No. 44-7). From Public Works Director Bruce C. McClure, dated September 14, 2004, transmitting the above bill. States that the Hamakua Safety Council and the Honoka`a Community Association requests that a yield sign be installed along Ka`apahu Road on the east (Hilo) side of Kalopa Gulch Bridge, because the roadway width between the bridge and the top of the gulch is not wide enough for two-way traffic. Comm. 766: AN ORDINANCE AMENDING CHAPTER 18 OF THE HAWAII COUNTY (Bill 324) CODE 1983 (1995 EDITION), RELATING TO PUBLIC TRANSPORTATION (Authority of Transit Administrator to Establish Temporary Promotional Bus Fares; Creation of a "Transportation Free Zone"). From Transit Administrator Tom Brown, dated August 9, 2004, transmitting the above bill, and describing the amendments. States purpose as: 1) Allowing Transit Administrator to establish bus fares for a temporary period to provide lower bus fares to a new route or service to boost ridership; and 2) Designating the Kona district between Kalaoa and Kealia as an area where riders would ride free of charge for two years.
