The purpose of this grant is to establish a working group to support utilization of direct use of geothermal heat by gathering and providing information from and to the community, the County government, and interest parties. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawai'i Department of Business, Economic Development, and Tourism. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this GeoPowering the West Grant. REOUEST• To authorize Mayor to enter into an agreement with the State Department of Business, Economic Development and Tourism (DBEDT) for services related to the 'GeoPowering the West' program of the US Department of Energy (US DOE) including the establishment of a Hawaii Island Geothermal Direct Use Working Group to provide community outreach and information dissemination. 8. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL BEETS AS NEEDED): Opportunities exist for utilizing the available geothermal heat in the Kapoho region of Puna District for purposes besides electricity generation. There are many examples of such non-electric, direct use of geothermal heat both nationally and intemationally. The lands surrounding the Puna Geothermal Venture power plant are zoned for agriculture and support a variety of crops; an important commercial fishing harbor is also located nearby. Potential exists to enhance these agricultural and commercial fishing activities as well as other enterprises by application of geothermal direct use. This grant for $9,560.00 has been awarded to establish a working group to support utilization of geothermal heat by providing information on direct use to the community and gathering input from the community for the consideration of the County govemment and other interested parties. The working group will also address issues related to a feasibility study for a direct use geothermal enterprise park; this study will be funded by a separate $100,000 grant from the US DOE.
