Home My WebLink AboutRES 250 Draft 01 2002-2004 COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 250 04 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE HAWAII COMMUNITY FOUNDATION, PURSUANT TO HRS 46-7, FOR THE COMMUNITY ORIENTED POLICING SERVICES (COPS) GRANT FOR THE HAWAII COUNTY POLICE DEPARTMENT IN CONNECTION WITH THE HAWAII ISLAND METH INITIATIVE WHEREAS, a grant was awarded by the Hawaii Community Foundation to the Hawaii County Police Department, in connection with the Hawaii Island Meth Initiative grantmaking project, a partnership between the two parties; and WHEREAS, the purpose of the Hawaii Island Meth Initiative project is to respond to the overwhelming concern of the community to the devastating effect that ICE or crystal methamphetamine is having on our children, our families, and our communities; and WHEREAS, said project is funded by the U.S. Department of Justice, Community Oriented Policing federal grant program; and WHEREAS, said grant is to be used for the purchase of necessary equipment for the Hawaii County Police Department Drug Laboratory to address the current backlog of criminal drug cases awaiting drug analysis as well as the expected influx of new criminal drug cases due to the current "war" against the ice epidemic affecting the County of Hawaii; and WHEREAS, said grant is also to be used for the training of Hawaii County Police Department Drug Laboratory Criminalists to increase the number of drug analyses conducted by the Hawaii County Police Department Drug Laboratory in its current "war' against the ice epidemic affecting the County of Hawaii; and WHEREAS, the acceptance of this grant will shorten the duration of time necessary to complete drug analysis leading to swifter adjudication of drug users/distributors enabling users to get treatment at an earlier stage of their addiction while also ensuring that distributors face penalties sooner in order to effectively remove them as suppliers; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. NOW, THEREFORE, BE IT RESOLVED ~Y THE COUNCIL OF THE COUNTY OF H,S4WAI`I, in accordance with section ~6-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, the Hawaii Community Foundation Award Agreement, attached hereto and incorporated herein by reference as Exhibit "1" to enable the Hawaii County Police Department to purchase needed equipment for the Crime Lab and to train its Criminalists to assist the department in its current "war" against the ice epidemic. EE IT FURTHER RESOLVED that the Mayor of the County of Hawaii is authorized to sign the above-referenced agreement and any related documents on behalf of the Office of the Mayor and the County of Hawaii pursuant to the Hawaii County Charter. ~E IT FURTHER RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this resolution to the Hawaii Community Foundation, the Office of the Mayor and to the Departments of Finance and Police. If there is any change in any of the activities described in the Proposal, please contact us before expending the funds. • As grantee, you acknowledge that the grant is being made in connection with the Federal Grant. You further acknowledge and agree that you are familiar with the requirements and conditions of the Federal Grant and agree to comply with all requirements that maybe applicable to your organization as a sub- recipient of the Federal Grant as further set forth in Exhibit "A", which is attached hereto and incorporated by reference. • The grant will be paid in increments upon satisfactory achievement of milestones as set forth in Exhibit "B".
