Inasmuch as neither the applicant nor I will be able to attend this meeting, we <br /> would like to share our thoughts on potential questions that may arise relating to the bill's <br /> conditions. <br /> <br /> 1. Relative to Condition D-2, I am attaching a sketch of the alternative <br /> access schemes (A, B, and C) that have been reviewed by the Department <br /> of Public Works and representatives of the neighboring projects for your <br /> information. Schemes B and C are somewhat similar, except that C was <br /> slightly adjusted by pushing the improvements further mauka within the <br /> existing right-of-way. All these alternatives are acceptable to the <br /> applicant, but we will defer to the County as to which one works best. <br /> Please note that as the attached letter indicates, the DPW prefers Scheme <br /> C. <br /> <br /> 2. Condition L requires a fair share contribution. This contribution does not <br /> provide for any "credit" for improvements that applicant will have to <br /> make along the property's Alii Drive, Walua Road, and Kuakini Highway <br /> frontages. As such, the second sentence of Condition F may be <br /> superfluous, as the County would already be in a position to collect the <br /> required impact fee and utilize same for other roadway improvements in <br /> the general area. <br /> <br /> 3. Relative to Condition H, please note that the archaeological survey and <br /> mitigation plan has been approved by the State. There is a platform on the <br /> site that will be preserved. The mitigation plan called for a data recovery <br /> of one of the sites. The data recovery was recently completed, and no <br /> burial was confirmed. The State's letter approving the mitigation plan is <br /> enclosed. <br /> 4. In relation to Condition P relating to time extensions, it is our <br /> understanding that in situations where there have already been extensions <br /> <br /> Comm. No. 0.1 <br /> Ref.
