Dear Chairman Arakaki and Members of the County Council:
SUBJECT: GENERAL FUND FUND BALANCE
Pursuant to Section 10-8 of the Hawaii County Charter relating to supplemental appropriations, I
am taking this means to certify that there is an excess balance of $6,697,734.37 in the General
Fund fund balance as of June 30, 2004.
There are several immediate needs that we are proposing to fund with a portion of this amount,
and we have enclosed a bill for an ordinance amending the Operating Budget by increasing the
General Fund's Fund Balance of the Previous Year account by $3,217,488 and then appropriating
it to various General Fund expenditure accounts and the Transfer to Capital Projects Fund
account.
These immediate needs are:
Self Insurance Fund $2,500,000
Parks & Recreation Repair and Maintenance 600,000
Honoka a Sewer System 80,000
Research & Development Deputy Director 37,488
$3,217,488
Self Insurance Fund
Funds are necessary to cover approved and anticipated settlements and to provide a reserve for
future claims.
Parks & Recreation Repair and Maintenance
The department needs $100,000 to replace up to ten life guard towers, four of which have already
been removed because they were unsafe. The additional $500,000 will be used to make major
repairs to Laupahoehoe gym, Pauuilo gym, Laaloa Beach Park and other park facilities. ' I

Honoka'a Sewer System
Currently Honoka' a town is on large capacity cesspools that must be phased out by 2005.
Meetings with the State and community have indicated that it is very feasible to work to create a
County sewer system in downtown Honoka'a. The estimated cost of the preliminary engineerng
studies is $100,000, of which $20,000 will be covered by Councilman Fred Holschuh's
discretionary funds. This request is to fund the balance of the study.
Research & Development Deputy Director
The position of Research & Development Deputy exists, but has not been funded in a number of
years. Research & Development is expanding the scope of its operations to better fulfill its
charter mandate and to increase service to the community through its Hawaii County Resource
Center. Excellent results are being achieved, but the workload has increased dramatically.
Therefore, this position is badly needed and fully justified. The amount requested will fund this
position for the last six months of this fiscal year.
Conclusion
Further explanation and justification will be provided by the departments prior to this coming
before the Finance Committee. You are encouraged to contact the departments with any
questions you may have.
We are fully aware that there are many other needs, also. We will be contacting you as
Councilmembers to obtain your input and suggestions on the use of the balance of the available
funds. We ask for your support in passing the attached bill at this time because of the immediate
need for the projects identified above.
