Arakaki, Chair Hawai'i County Council - FROM: Gary Safarik, Member M Hawai'i County Council RE: Bill 324, Draft 2 - Relating to Public Transportation Enclosed for your consideration is Bill 324, Draft 2, which amends the original legislation to: I . Add a purpose statement to the promotional fares subsection; 2. Expand the purpose of the transportation kokua zones to include economically depressed areas and add the Puna district to the established transportation kokua zones. 3. Requires the transit administrator to provide a report to the Council within one year of implementation of the zones and again prior to termination of the zone. The changes between Draft 1 and Draft 2 are as follows: (g) Promotional fares. (1) The purpose of this subsection is to provide lower bus fares when a new route or service is provided or to boost ridership on established routes. (2) The Transit Administrator may establish fares on a temporary basis for a period not to exceed 90 (ninety) calendar days for bus routes and services. (1) The purpose of this subsection is to boost ridership in economically depressed districts and to assist in alleviating traffic congestion in [*'ea disttiet} various districts. Riders boarding and alighting any public transit vehicle operated by the County of Hawaii or its designee within a transportation kokua zone shall ride free of charge (2) The following areas shall be designated a transportation kokua zone: (A) The "Kona district zone" between [K al:.. (3) The transportation kokua zone shall not apply to County contracted shared-ride taxi services, County operated curb to curb van services, or County operated non-scheduled bus services.
