ADVANCE NOTICE
CROSS CONNECTIONBACKFLOW PREVENTION COMPLIANCE
This letter serves to provide your agency an advance notice so that you may properly budget for your
next fiscal year. The Department of Water Supply's (DWS) cross connection control program, in
compliance with Hawaii Administrative Rules (HAR) Title 11, Section 21; our Rules and Regulations
and Water System Standards, will require all government agencies to install a DWS approved
backflow prevention assembly immediately after the water meter. We will pursue this compliance
effort beginning July I, 2005.
We will also be initiating compliance efforts with our private customers as well. We are providing you
with this advance notice because we understand the budgetary challenges of government agencies.
We are enclosing a backflow prevention assembly handout for your use and information. We also
have our Rules and Regulations and Water System Standards posted on our website at: hawaiidws.org.

So you'll need a backflow prevention assembly.
What
A backflow prevention assembly prevents the return of water into the public water system from the
consumer's premises.
Why
Backflow prevention assemblies are required by Federal, State, and County agencies to protect the
public water system from possible contamination.
Who
Consumers who meet any of the following conditions are required to install a backflow prevention
assembly:
• Agricultural activities
Note: The installation of a backflow prevention assembly does not automatically constitute
approval for agricultural rates - contact customer service for further requirements.
• Auxiliary water sources including, but not limited to, swimming pools, catchment tanks, and
irrigation/sprinkler systems
• Commercial activities
• Government facilities
• Non-residential facilities including, but not limited to churches and community parks
• Residential facilities with potential hazards (eg. pressurized systems, flood zone, tsunami
inundation zone)
How
Consumers applying for a meter requiring a backflow prevention assembly need to hire, at their
expense, a licensed plumber to install a typical backflow prevention assembly as shown on the back of
this handout. The installation will have to be inspected and approved by the Department of Water
Supply (DWS) before water service is granted. The operation, maintenance, and periodic testing of the
backflow prevention assembly will be the responsibility of the consumer.
Where
A backflow prevention assembly can be purchased locally. Your plumber will know where. Your
plumber needs to make sure that it meets the requirements of the DWS.

Please contact personnel at the Cross-Connection Control section, phone number 961-8670, for
approval once the backflow prevention assembly has been installed or should you have any questions.
Your meter will remain locked until your backflow prevention assembly has been inspected and
approved.

NOTES:
1. ANY CONNECTIONS OR TEES BETWEEN METER AND BACKFLOW PREVENTION ASSEMBLY MUST
HAVE WRITTEN APPROVAL BY THE MANAGER.
2. A DWS APPROVED BACKFLOW PREVENTION ASSEMBLY SHALL BE INSTALLED
WHENEVER THE MANAGER DEEMS NECESSARY TO PREVENT POTENTIAL CONTAMINATION TO
THE PUBLIC WATER SYSTEM. THE TYPE OF BACKFLOW PREVENTION ASSEMBLY SHALL BE
DETERMINED BY THE MANAGER.
3. AT NO TIME SHALL THE BOTTOM OF THE BACKFLOW PREVENTION ASSEMBLY BE LESS THAN
12" ABOVE GROUND, FLOOR, OR FLOOD LEVEL NOR MORE THAN 48" ABOVE
AFOREMENTIONED GRADES.
4. THE BACKFLOW PREVENTION ASSEMBLY SHALL BE INSTALLED AFTER THE WATER METER
PRIOR TO ANY TEES AND BRANCHES.
5. WHENEVER BACKFLOW PREVENTION ASSEMBLY IS LOCATED 5' OR MORE FROM THE WATER
METER, INSTALL CONCRETE JACKET BETWEEN WATER METER AND BACKFLOW PREVENTION
ASSEMBLY TO AVOID POTENTIAL CROSS CONNECTION.
6. THE BACKFLOW PREVENTION ASSEMBLY SHALL BE INSTALLED PRIOR TO ISSUANCE OF WATER
METER OR ACTIVATION OF WATER SERVICE.
7. REFER TO DIVISION 100, SECTION 107.1, OF THE WATER SYSTEM STANDARDS 2002,
FOR ADDITIONAL REQUIREMENTS AND TYPE OF BACKFLOW PREVENTER NEEDED.
