A brief background on myself. I am the co-founder and currently a consultant for Ride -On Transportation located in central California. We provide a variety of mass transportation service throughout the County utilizing a fleet of 55 busses and vans. We started in 1993 and have grown to a multi-million dollar organization. I have served as operations manager, chief financial officer, and route planner for the Ride -On Transportation operation. I was responsible for the timely and efficient traffic flow for our customers through programs developed by the private and public sector working together. I have lived full time in Waikoloa for the past two years and this is now my home for the duration with my family. I am extremely frustrated that my neighbors and I have to get stuck in the traffic heading into Kailua-Kona every time we must travel for our shopping needs, which is virtually every week. I and we add up to be thousands of people! I for one am fed up with it. So, last Saturday I circulated a petition at the Waikoloa Village Market to confirm if the views of my neighbors were the same as mine. Within a mere four hours 1 had and have nearly 250 signatures supporting Clifto's project as you can see from the attached signature pages. I found that literally over 90% of the people were in favor of the project as it would greatly reduce thier travel time to a nearer shopping destination. Most were very thankful that I was asking them about their opinions rather than listening to the opposition and the biased newspaper articles. Also I had many individuals wanting to get their friends signatures for the support of this project. If I had more time to find out the wishes and needs of us West Hawaii residents, part time residents and tourists, I have no doubt we would find substantially more overwhelming support that would number into the thousands of people. WE ARE DESPERATELY ASKING FOR A CHOICE, to either go into Kailua-Kona, or to avoid that traffic by meeting our needs closer to home. Serving our shopping needs closer to home would absolutely decrease, not increase the traffic problem. The cars that will use this shopping center are already here and on the road and they will increase with or without this project. Waikoloa is poised to increase from approximately 6,000 people to nearly 20,000 people in the next five years or so as the WHT pointed out last week. The growth in the Kohala Resorts and Kailua is similar. There are lots of residential developments that are zoned and ready to go, but not one development providing supporting services for these thousands of newcomers, except Clifto's! New residential housing creates new traffic. We need help now! This traffic Comm. No.3 Ref. Topreseded L' Ref. Date Up 1_ = nni problem is a regional problem throughout West Hawaii and we need regional solutions. If we had the choice to shop at O'oma, we would be eliminating 20 to 30 minutes each way off our travel time. This would definitely lessen the traffic in Kailua-Kona also. If we aren't going into town anymore, there will be fewer cars weekly on the interior roads of Kailua which will greatly benefit those residents also. In a nutshell, why would we and everyone else north of town travel into town to shop, if we didn't have to?? The benefits of this project for the community are huge, instant and long lasting. In addition to the most simple concept of diverting cars from Kailua-Kona: -1 understand the developer is also donating over '% mile of pristine and expensive shoreline for public use on his oceanfront parcel that has nothing to do with this highway development. I understand this will guaranty permanent access to the shoreline park for all forever. -1 understand he is also providing up to $750,000 to provide construction plans for the Highway widening from Honokohau Harbor to the Airport. This will surely provide incentive for the County and State to work harder to procure funding for the highway and could conceivably remove 2-3 years off the 'normal' process. -1 also understand that 20% of the multi -family units will be on-site affordable housing which equates to 78 new homes for our already distressed lower income housing market. Are you aware that approximately 10% of the county workforce is employed by the Kohala Resort's, yet very few of the employees live remotely close to their jobs? -And lastly, the new jobs and precedents created by this project will greatly benefit everyone! Please, I and my many thousands of neighbors implore you, we beg you; do not let this opportunity pass us by. SUPPORT CLIFTO'S REZONING County Council Hearing in Kona September 15, 2004 WE NEED YOUR HELP IN OVERRIDDING THE MAYOR'S VETO This project, which is located three miles south of the airport on Queen Ka'ahumanu Highway, is the single best solution to the traffic issues in West Hawaii. It will divert people/cars from driving into Kailua-Kona to shop for goods & services. For every car that doesn't drive into Kailua, it will be one less car on the road. The Developer has committed to providing up to $750,000 for the Queen Ka'ahumanu Highway plans which may remove up to 2-3 years off the State of Hawaii schedule. After four years in office, Mayor Kim has no commitment whatsoever to even start the Highway Project. This is the `jump start' the State has been waiting for and Governor Lingle has stated that the State of Hawaii is looking forward to working with the Developer on the Highway. We need to provide shopping, goods and services nearer to where people live. In the next five years nearly 4,000 new homes are planned to be built between Waikoloa and Kona. Where will they shop? The cars/people that will use this shopping center are already here and on the road driving into Kona. How can a shopping center create `new' traffic? This shopping center will facilitate and change the traffic flow, not impede it! If you live north of downtown Kailua-Kona, why would you go into Kailua-Kona to shop if you didn't have to?? The Developer has committed twice the required amount of `affordable housing' which will equate to 78 new homes for the community. The Developer has committed to a 300' shoreline easement on his shoreline parcel to insure that the shoreline will never be developed, exploited, shut-off or destroyed. This parcel has nothing to do with the shopping center parcel. This project will set a precedent for ALL new development in West Hawaii. All future projects will be measured by this new standard which will greatly enrich our quality of life.
