MoorePlanning~~~ ' SUBJECT: West Hawaii Business Park, LLC (Lanihau) Bill No. 309 Draft 2- Change of Zone Conditions of Approval At the Planning Committee meeting, there was discussions regarding the need for curb gutter and sidewalk CG&S) along Kamauu Street. At that time, the applicant, West Hawaii Business Park (WHBP) ,LLC requested that this requirement be deleted. There was a proposed amendment to delete the requirement at the meeting which was defeated and the CG&S requirement retained. The W HBP, LLC has reviewed its project plans and feels that the construction of curbs, gutters and sidewalk improvements along Kamanu Street Extension within its boundaries is appropriate, given the importance of this connection between Hina Lani Street and Kealakehe Parkway. It recognizes that curbs, gutter and sidewalk improvements are already provided within the Honokohau Business Park development to the south. In this regard, WHBP, LLC has no objection to the CG&S requirements and suggests an amendment to Condition J of Bill No. 309, Draft 2 to clarify this requirement. In addition, there has been some concern about the potential timing of construction of the Kamanu Street Extension in the event that Queen Kaahumanu Phase [I improvements are constructed prior development of the WHBP. In this case, there is no requirement establishing when the Kamanu Street Extension improvements need to be completed. In order to address this concern, WHBP, LLC is willing to amend Condition J to require that the Kamanu Street Extension improvements be completed prior to occupancy of any units except as provided in the condition, independent of the Queen Kaahumanu Highway Phase lI improvements. This will ensure that the interconnection between I Iina Lani Street and Kealakehe Parkway is provided, whether or not the Phase [I improvements of Queen Kaahumanu Highway are completed in a timely manner.
