Regarding the Hearing of Bill 309

Dear Councilmembers,
You will be hearing Bill 309 today. On you way in, stop at the Honokohou/Kaloko National Park created with
the efforts of the Kupuna of Kona, Daughters of Hawaii and special effort by Representative Patsy Mink, tt
was the far thinking of these (mainly) women that created and preserved a very important land area for
posterity.
People who knew, understood the importance of the area and hence the National Park status. Today you
are beginning the process of surrounding this National Heritage with buildings. If you look from the Park to
the mountains, you will see a glimpse of the catastrophic effect continuing the further development
surrounding the national Park will have.
Without a General Plan with teeth, we will continue to see such degrading of the physical environment.
There should be a gradual development that gently encroaches on such a treasure as Honokohau/Kaloko
area. The Costco/ HomeDepol development already is a perfect example of ugliness surrounding this bird
and people sanctuary. Continued development of this sort is an affront to the people of Hawaii.
Perhaps this development is a given and the process you will be going through today is gesture. I would
hope not and if not, please glue this decision your most serious attention, as it is a question of honor.
If the decision is made, please take into consideration a requirement of the development to create tree
barriers along the highway to prevent the future buildings along the highway (which certainly will emulate
what is already there -ugly cement walls) from blazingly obstructing the beautiful visual plane that was, only
so short a time ago.
It was my hanai Aunty and other concerned individuals who held out for a long time and kept developers at
bay not thinking about money but of Hawaii, who made it possible for this Park to be developed.
Unfortunately, she died before the park was dedicated but she knew it would happen and was pleased.
Today, she would look mauka and have only one word to say, "auwe."
