Having myself served in years past in Texas on mayoral advisory committees, economic development committees, and as a City Council member, I know decisions like these can be extremely difficult and often heart wrenching. Therefore, I will not ask you for an outright "yes" or "no" vote on this issue, but rather for you to consider the concerns below as a part of your decision making process. My primary concerns are basically the same as most people have already voiced-- traffic and cultural & historical considerations. I don't know if others have already voiced the concerns I will list below, but I have strong reservations about the county's ability to provide these many other infrastructure and service requirements large developments such as Clifto's necessitate. 1) Is there adequate water capacity in the area fox a development this size? You can't put this many units on the ground without a corresponding need for water for the households, businesses, hotels, and general grounds maintenance. 2) Is there adequate electrical service capacity in the area for a development this size? Again, you can't put this many units on the ground without a corresponding need for electricity for the households, hotel, and other businesses. 3) Is there adequate sewer s waste water treatment capacity in the area for a development this size? Zf not, how would it be handled? 4) Have proper studies been done regarding run-off, groundwater contamination, drainage, air quality, etc. for this project? Have or can all of these issues be affirmatively & adequately addressed? 5) Will there be adequate capacity in the school classrooms for the increased new population a project this size could bring in from outside the island? (Not everyone buying a house or condo in the project would already be an existing island resident, I am reasonably sure, so there would be a population increase.) 6) Will there be adequate police, fire, 5 EMS coverage for a project this size along with the increased population? If not, what will the additional costs to the county be to hire any necessary additional personnel and provide additional equipment? 7) Will there be adequate library, playground, medical, 6 other similar amenities in the area for the increased population? If not, what will the additional costs to the county be to provide such county financed services & facilities? 8) Will there be adequate county roadway maintenance capabilities to take on the responsibilities for all the public streets within this development once the developer completes the project and streets become a county responsibility? We know the chance of roadway expansion being completed by the time this project is on the ground are 50-50 at best. The capacity simply is not there to handle any significant increase in traffic counts on the current roads. To knowingly approve this project or any other future projects without affirmative answers to these questions is irresponsible on the part of the Council. I urge you to seriously look into your hearts and minds before casting that September 15th vote. Do what is right for this island, the people, and for future generations. If you can not honestly say yes to the above listed concerns, then is it wise to allow a project that would negatively affect this wonderful place? Mahalo for your time and consideration. Betty M.
