September 15, 2004 <br /> County of Hawaii <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 <br /> Re: Mayor Kim's Veto Bill 178 <br /> Chairman Tyler and Members of the Council, <br /> I am Myles Miyasato of the Hawaii Operating Engineers Industry Stabilization <br /> Fund. I come before you today on behalf of my organization in favor of Bill <br /> 178. We are asking that you override Mayor Kim's veto. The Mayor's decision <br /> is based on traffic issues. It is common knowledge that this is a major issue, <br /> not only for West Hawaii but our island as a whole. <br /> The widening of Queen Kaahumanu Highway, Phases I & 11, is on the state <br /> Department of Transportation's -Highways division calendar. However, without <br /> the widening of Queen Kaahumanu Highway from Palani Road to Keauhou, <br /> and the completion of the Oceanside 1250 Bypass Road, this really does not <br /> solve any of the traffic problems. What would offer relief is housing North of <br /> Kailua. This would allow employees North of Kailua, to purchase housing <br /> closer to their place of employment. In addition to housing, commercial outlets <br /> such as banks, markets, and fast food restaurants, would all reduce traffic into <br /> Kailua. To address the additional 1,000 vehicles that are expected to resuk <br /> from this project, if any of these vehicles do go south it would be in the opposite <br /> direction from the traditional peak hour traffic flow. I actually expect the majority <br /> of these vehicles to travel north. Another important reason to develop north is <br /> <br /> we do not want any major development south where our productive agricultural <br /> lands are. <br /> There are many generous amendments attached to this rezoning that may <br /> never be offered again. Could you imagine how this area would look with large <br /> Industrial Buildings 50-100 feet high, Construction Base Yards, possibly <br /> Breweries with smoke stacks?
