Re: Additional Explanation And Justification For BILL NO. 350 _
General Fund - Fund Balance Request
As stated in the Mayor's letter to Council dated October 7, 2004, our department
is in need of $100,000 for Lifeguard towers. In the past, construction of
replacement towers was delayed due to lack of funding. Four towers (Ahalanui
Carlsmith, Leleiwi, & Onekahakaha) have been removed due to deterioration
beyond repair, and two more (Richardson's & Magic Sands) need to removed or
replaced in the near future. A new tower is also needed at the North end of
Kahalu'u Beach Park, as the size of the surf and snorkeling area is too large to
be covered by one Lifeguard tower. The Lifeguards need to be situated in a
tower for visual height to maximize their view plane to provide optimal public
safety.
We also need an additional $500,000 for major repairs to facilities as follows:
$150,000 La'aloa Beach Park: consultant, survey, park improvements
$125,000 Paauilo Gym: re-roof, repaint, install new gutters and
downspouts
$200,000 Laupahoehoe Gym: re-roof, repaint, repair exterior walls
$ 25,000 Lincoln Park Tennis Courts: reconstruct foundation as
cracks are beyond resurfacing
$500,000 TOTAL
