Comm. 804 (Bill 350): AN ORDINANCE TO AMEND ORDINANCE NO. 04-74,
Proposed Appropriation for the amount of $80,000 for the Honoka' a Sewer System
Update Study
Dear Mr. Chung and Council Members,
We ask for the County Council's favorable consideration for the funding of $80,000 as part of a
$100,000 appropriation to fund the update of the 1990 Honoka'a Wastewater Facilities Plan and
conduct a preliminary engineering study of the sewer system in downtown Honoka'a.
There are at least 5 civic buildings (including fire and police buildings), 6 park facilities and 3
schools, as well as 15 commercial properties mandated to meet the April 2005 EPA deadline to
secure a non-cesspool alternative. Some of the parcels do not have the space, nor are able to
absorb the costs of a septic system.
There is a State of Hawaii Hale Ho'ola Hamakua elderly care facility that has an existing
wastewater facility who is willing to turn the system over to the County.
