From: J. Curtis Tyler, III, Council Member 4 Date: October 14, 2004 Subject: Bill 175, Draft 3, Real Property Taxes Relating to Real Property Assessment, which the 3% growth cap applies. Enclosed for your review and consideration are the following proposed amendments to Bill 175, Draft 3: 1. Page 1, Section 19-53(a). Amends by deleting [ate-eq~eli>?ed] and replaces it with fair and consistent. "...as far as possible, uniform. fair and consistent assessment...". 2. Page 1, Section 19-53(a)(1). Deletes [ling] and replaces it with Improvements. 3. Page 1, Section 19-53(a)(2). Replaces [fig] and replaces it with improvements. 4. Page 2, Section 19-53(b). Amends to read as follows: "So far as practicable, records shall be compiled and kept by the director, which shall show the methods established bylaw or under the authority of the director, for the determination of values." 5. Page 2, Section 19-53(c). Adds to the end of the sentence "in accordance with its actual use". 6. Page 2, Section 19-53(e)(1). Amends to read as follows, "...highest and best use within each class". 7. Page 3, Section 19-53(e)(2)(A)(iii). Adds to the end of the sentence "except as provided permitted or exempted under sections 19-71(al or (bl". 8. Page 3, Section 19-53(f). Amends to read as follows, "...considered to have special knowledge of agricultural land values and uses." 9. Page 6, Section 19-53(g), first sentence. Deletes and replaces it with improvements. These proposed revisions have been shared with the Director of Finance and the Real Property Tax Administrator. Thank you for your favorable consideration of this request.
